DECLARATION
State Commission for Scientific, Technical and Investment Development
of 3 June 1985
on general technical requirements to ensure the use of buildings by persons with reduced mobility
The State Commission for Scientific, Technical and Investment Development provides, pursuant to § 53 (1) of Act No. 133 / 1970 Coll., on the jurisdiction of federal ministries, as amended by Act No. 115 / 1983 Coll. and § 143 (1) (k) of Act No. 50 / 1976 Coll., on Territorial Planning and Construction Regulations (Construction Act):
INTRODUCTORY AND GENERAL PROVISIONS
Purpose of the Order
The Decree sets out the general technical requirements for buildings and parts thereof in such a way as to enable their use by persons with disabilities, old or otherwise mobile ("disabled persons').
Scope
(1) According to the Order, organisations and bodies are advancing in the design, preparation and authorisation of building 1)
(a) housing houses,
(b) housing houses with apartments intended for the housing of disabled persons, for social care institutions for disabled citizens and for social care institutions for disabled people with associated mental disabilities (paragraph 3);
(c) civil equipment;
(d) for production (paragraphs 3 and 3 (2)).
(2) The provisions of Part Two of the Order shall apply to all the buildings referred to in paragraph 1, Part Three shall apply to the buildings referred to in paragraph 1 (b) and (d), Part Four shall apply to the buildings referred to in paragraph 1 (c).
(3) The housing houses or parts thereof, construction works or parts thereof referred to in paragraph 1 (b) and (d) shall be designated by the respective Regional National Committee (National Committee of the City of Prague, National Committee of the Slovak Socialist Republic of Bratislava) (hereinafter referred to as the "designated buildings").
(4) The provisions of the Decree shall apply mutatis mutandis to the design, preparation and authorisation of amendments to the construction 1) referred to in paragraph 1 which have already been completed and put into use.
(5) If the construction of a family house of which a citizen is a builder is to be adapted for use by disabled persons, the design, preparation and authorisation of such a building shall be carried out in accordance with this decree.
Terms
(1) Civil works for the purposes of the Decree are regarded as civil works
(a) governance;
(b) services, trade and catering;
(c) physical education;
(d) education and culture;
(e) health and welfare;
(f) public transport, including local communications;
(g) motorism;
(h) temporary accommodation, 2)
in parts intended for public use.
(2) For the purposes of the decree, the designated buildings or parts thereof in which most disabled persons are to work shall be regarded as production structures. The construction of these buildings will be decided by the relevant Regional National Committee (National Committee of the City of Prague, National Committee of the City of the Slovak Socialist Republic of Bratislava) after consulting the Ministry of Labour and Social Affairs of the Czech Socialist Republic or the Ministry of Labour and Social Affairs of the Slovak Socialist Republic, the competent sectoral central authority, the Ministry of Health of the Czech Socialist Republic or the Ministry of Health of the Slovak Socialist Republic and the Union of Disabled in the Czech Socialist Republic or the Union of Disabled in the Slovak Socialist Republic.
MANAGEMENT OF ACCESS, LOCAL COMMUNICATIONS AND PUBLIC FLOW
(1) Access to the structures referred to in Paragraph 2 (1) shall be ensured by at least one entry at the level of pedestrian communication without levelling steps.
(2) If it is not possible to place the entrance at the level of communication, the compensation must be dealt with by ramp, exceptionally outdoor lift.
(1) The pavements and paths for walking, walking and walking must be dealt with in the manner set out in point 1 of the Annex and marked with an international accessibility symbol. 3)
(2) Marked weaning and parking areas for passenger motor vehicles (both ground, above ground and underground) must have 2% of standing, but at least one standing, for disabled vehicles. Reserved positions shall be dealt with in the manner set out in point 3.1 of the Annex and marked with an international accessibility symbol .3)
(3) The spaces for the location of public telephone machines must be dealt with in the manner set out in point 3.2 of the Annex in order to allow access to the wheelchair ("wheelchair"). The number shall be determined by the type and density of the settlement.
(4) Access to mailboxes shall be ensured in the manner set out in paragraph 1 and point 3.3 of the Annex.
(5) Access to public areas and to designated parts of sets and parks shall be dealt with in the manner set out in point 1 of the Annex.
(6) Public areas in designated parts meeting the conditions of the decree must be marked with an international accessibility symbol. 3)
SOLUTION OF DETERMINED BUILDING, PRODUCTION AND SOCIAL HEADINGS
Internal communication and equipment
Access to all areas of construction referred to in Article 2 (1) (b) and (d) intended for use by disabled persons shall be ensured by horizontal road, stairway and lifts, in the manner specified in point 1 of the Annex.
Houses and residential parts of buildings for social care
(1) The solution of apartments and residential parts of social welfare buildings must ensure that wheelchair movement is possible in all areas intended for use by disabled persons (Annex 2).
(2) The requirement referred to in paragraph 1 must comply with the
(a) accommodation rooms, including catering service links;
(b) breadth and layout of residential and other internal communications,
(c) dimensions of accessories,
(d) size and equipment of sanitary facilities;
(e) an integrated housing facility.
Common housing and welfare facilities
(1) Laundry, drying room, ironing room, cellar, or other premises where they are intended for use by disabled persons must have equipment located at a specified height (Annex 2.4.5).
(2) Garages located in or directly linked to housing houses or buildings for social care must be accessible in the manner laid down in Section 4.
Operating premises of designated buildings for production
(1) The solution to the operating space of the construction works for production must provide wheelchair users with the possibility of all activities envisaged (Annex 2.4.1 and 2.4.6).
(2) The requirements laid down in paragraph 1 must satisfy the requirements of both operational and occupational safety and fire protection solutions in particular:
(a) areas of operating rooms;
(b) the arrangement of the operational equipment;
(c) communication areas at premises;
(d) installation of machinery,
(e) access and control of machinery;
(f) signalling equipment;
(g) storage areas;
(h) sanitary facilities (Annex 2.3).
If building for production is linked to housing houses and, where appropriate, civil works, the whole complex (residential production) must be addressed in accordance with the provisions of Part Two, Part Three and Four in all areas intended for use mainly by disabled persons.
SOLUTION OF THE CONSTRUCTION OF CIVIL EQUIPMENT
Internal communication and equipment
(1) Access to parts of buildings intended for public use must be ensured in accordance with Paragraph 6 (1).
(2) For two-storey buildings which are not equipped with lifts or ramps, public use must be ensured to an appropriate extent on the first floor. For buildings with three or more floors, access to a floor intended for public use by the public shall be guaranteed by at least one personal and, where appropriate, modified freight lift. In the case of buildings with lift, access by lift must be secured to all floors (Section 6 (1)).
Other premises
(1) At least one toilet shall be designed for use by persons using a wheelchair (Annex 2.3) in construction sites where public sanitary facilities are established.
(2) There must be at least 2 seats in the stands for the positioning of carts (Annex 2.4.2).
(3) The structures must be addressed in sections intended for public use with parameters enabling wheelchair access. 4)
(4) In hotels 1% of the rooms, but at least one room, must be dealt with in the manner set out in Section 7.
(5) The spaces and facilities referred to in paragraphs 1 to 4 must be marked with an international accessibility symbol (3) and indicative tables with access marking must be placed in an appropriate place.
PROVISIONS TRANSITIONAL AND FINAL
Exemptions from the provisions of Part Two to Part Four may be authorised at the investor's request in justified cases by the Czech Commission for Scientific, Technical and Investment Development or the Slovak Commission for Scientific, Technical and Investment Development. The request for an exemption shall contain a brief proposal for replacement technical organisational measures and shall be supported by the opinion of the Regional National Committee or the National Committee of the City of Prague or the National Committee of the Slovak Socialist Republic of Bratislava and the opinion of the Union of Disabled Persons in the Czech Socialist Republic or the Union of Disabled Persons in the Slovak Socialist Republic.
According to the provisions of the decree, the processing of documentation of buildings is carried out 5)
(a) referred to in § 2 (1) (a) and (c), whose project documentation will be approved after 1.12.1985;
(b) referred to in Article 2 (1) (b) and (d) which have been identified by the competent national committee before the date of application of the decree, irrespective of the degree of elaboration of their preparatory or project documentation.
The Decree shall take effect on 1 September 1985.

General technical requirements for the use of buildings by persons with reduced mobility
1. Communication6)
1.1. Surface treatment
The surface of the pavements, staircases and ramp shall be adjusted against the slip.
1.2. Height differences
The height differences for crossings and horizontal internal roads shall be reduced to 20 mm.
1.3. Stairs and ramps including staircases and ramps in underpasses
1.3.1. Stairs and ramps shall be provided with handrails of 900 mm on both sides.
1.3.2. The stairs must be straight.
1.3.3. Ramps shall be at least 1300 mm wide and their longitudinal inclination shall not exceed 1: 12.
1.3.4. If the ramp is not longer than 3000 mm, it may, exceptionally, have a maximum inclination of 1: 8 [not applicable to construction according to § 2 (1) (b) and (d)].
1.3.5. The ramp shall have a guide bar of 300 mm on both sides.
1.3.6. A ramp of more than 9000 mm shall be cut off by rest stops of at least 2000 mm.
1.4. Walkways
1.4.1. The sidewalks shall be at least 1300 mm wide and shall have a longitudinal inclination not exceeding 1: 12 and a transverse inclination not exceeding 1: 50.
1.4.2. On sections of more than 200 m, a receptacle with a longitudinal and transverse inclination of not more than 1: 50 shall be installed.
1.5. Transitions
1.5.1. The transitions located in the vicinity of civil equipment structures (Section 3 (1)) shall be equipped with a self-service signalling device with an adjusted length of interval.
1.5.2. In the vicinity of buildings used by blind persons, transitions shall also be equipped with sound signalling.
1.5.3. The control of the signalling devices shall be located at a height between 1100 mm and 1400 mm.
1.6. Entrance to objects
1.6.1. Before entering the building, the horizontal surface shall be at least 1500 mm × 1500 mm, when opening the door outside at least 1500 mm × 2000 mm.
1.6.2. The entrance door shall be capable of opening at least 900 mm. It may be glazed from a height of 400 mm or must be glazed with an unbreakable glass (hardened, wire-lined, etc.).
1.6.3. The door lock shall be located at a height of not more than 1000 mm, a handle or handle of not more than 1100 mm.
1.6.4. The upper edge of the bell panel shall not be more than 1400 mm.
1.7. Lifts
1.7.1. In front of the lift entrance door, the free space shall be at least 1400 mm × 1400 mm.
1.7.2. The doors of the lift and the lift cabin shall be at least 800 mm wide.
1.7.3. The width of the lift cab shall be not less than 900 mm; the depth of the lift cabin shall be not less than 1200 mm [in the case of residential houses as referred to in § 2 (1) (b), the depth of the lift cabin shall be not less than 1400 mm].
1.7.4. The lift cab shall be equipped with:
- a telephone or signal device located not more than 1000 mm above the floor,
- a folding seat on the rear wall,
- a control device of between 1100 mm and 1400 mm above the floor.
1.7.5. The lift cab shall not have a manually opened door.
2. Internal Spaces6)
2.1. Windows
2.1.1. Parapets in accommodation rooms shall not exceed 700 mm above the floor.
2.1.2. The windows in the living rooms shall have a lever lock of not more than 900 mm above the floor and shall have a protective bar at a height of 900 mm to 1100 mm above the floor.
2.2. Door
- the door shall be at least 800 mm wide.
2.3. Medical equipment
- the height of the toilet bowl shall be at least 500 mm above the floor, the flushing device shall be placed on the side and the door shall be opened outside.
2.4. Manipulating spaces and areas
2.4.1. The minimum manoeuvring space for the trolley is 1200 mm × 1500 mm.
2.4.2. The wheelchair space in the auditorium shall have a floor space of at least 1000 mm × 1200 mm; it shall be on a flat floor and accessible from the rear.
2.4.3. In reserved places of civil engineering [§ 3 (1) (d) or (a)], designated places shall be equipped with an induction loop for persons with hearing defects. 7)
2.4.4. The width of the parking lot and parking lot shall be at least 3500 mm.
2.4.5. The corresponding height for installation of equipment and handling equipment in apartments is 600 mm to 1400 mm.
2.4.6. The height for the installation of equipment and handling equipment for construction for production is 600 mm to 1200 mm.
3. Public areas
3.1. Parking and storage areas
- the width of the parking space for carriages of disabled persons on weaning surfaces shall be not less than 3500 mm and shall be not more than 1: 20.
3.2. Telephone machine
3.2.1. The space for the location of the telephone machine shall have a floor plan size of not less than 1100 mm × 1400 mm and shall be equipped with a folding seat of not less than 500 mm.
3.2.2. The height for the location of the device is 600 mm to 1400 mm.
3.3. Postboxes
- the mailbox must have between 1100 mm and 1400 mm.
4. International accessibility symbol
The international symbol of accessibility is a square of blue, on which is depicted a white line stylized figure looking to the right and sitting on a wheelchair for disabled people.
5. International symbol of deafness
The international symbol of deafness is a square of blue colour on which is depicted by a white line stylized boltec ear, which interrupts the diagonal leading from the top right corner of the square.

3) The international symbol of accessibility is shown in the annex to the decree. To this end, the construction user shall, after the approval decision has been issued, notify the relevant regional geodetic and cartographic administration of the sites to be identified by an international accessibility symbol.
4) For example, access to at least one of the cash registers, counters, etc., with adjusted height or other dimensions, access to showers, toilets, inputs in swimming stages, etc.

6) Communication and internal spaces must be marked with an international accessibility symbol. The possibilities of technical solutions are contained in the Instructions for the Labelling of Buildings and Objects by an international symbol of accessibility. Instructions are available on the district (district, urban) committees of the Union of Disabled Persons in the Czech Republic and the SSR. Similarly, they will be included in the Rules for the use of the international symbol of accessibility for severely affected citizens and the international symbol of deafness in the retail network, in accommodation and catering facilities issued by the Ministry of Trade of the Republic.
7) These devices must be marked with an international deafness symbol. The international symbol of deafness is shown in the annex to the decree.
